You need to make sure that the operating system (OS) 32-bit and/or 64-bit you have are supported by the programming software you are going to be using. The older the programming software and radio are the more likely you will need a 32-bit OS to actually communicate with the radio.
Chirp programming software from Danplanet.com is a great choice for all operating systems if they support your radio.  Hamfiles.co.uk is a great place to go to find programming software.
Being able to program your rig using a spreadsheet style of user interface, albeit sometimes a bit primitive, can make your life so much easier.
